
Maria Rocio Vargas
Strategic Advisor
Lawyer from Universidad de los Andes with a specialization in Public Management. María Rocío has extensive experience in both the public and private sectors, specializing in Public Policy, Government and Public Affairs, International Business, and Project Financing for Public-Private Partnerships (PPPs).
She began her career at DeVivero y Asociados, a boutique law firm specializing in public law, before joining Philippi, Prietocarrizosa, Ferrero DU & Uría (PPU), one of Latin America’s leading law firms. In these roles, she advised the Colombian government and international companies on public services, infrastructure projects, and financing strategies for PPPs.
In 2018, María joined President Iván Duque’s administration as Advisor to the Chief of Staff, María Paula Correa. She played a key role in coordinating the President’s national and international agenda, managing public relations and high-level engagements. She was also appointed Technical Secretary of the Cabinet Meetings, where she supported the development and execution of major public policy initiatives. During this time, she was selected by the U.S. Embassy in Colombia to participate in the prestigious International Visitor Leadership Program (IVLP) of the U.S. Department of State, completing the program in 2021.
Following her tenure in the Presidency, María joined ProColombia, Colombia’s investment promotion agency, as Senior Investment Representative in Washington, D.C. In this role, she led investment attraction efforts, developed strategic partnerships, and advised companies on expansion strategies in Colombia.
She is currently an international consultant and advisor, supporting nonprofit organizations and businesses in their expansion into new markets. In addition, she is pursuing a Master’s degree in International Business and Policy at Georgetown University.
